A new report from the Chicago Teachers Union concludes Chicago Public Schools has fallen short on promises made during last years’ mass school closures.

When CPS shuttered 50 schools in 2013, officials said “welcoming schools” would have libraries, upgraded computers and ipads.

But only 38 percent of receiving schools have librarians and one-fifth have technology teachers, the reports states.

“Shuttering our schools was touted as a hard and difficult choice by the mayor and the Board, but this was the easy, draconian choice,” CTU president Karen Lewis said in a statement.
